Two children's scales that both reset
The children's US scale runs up to US 13.5 and then restarts at US 1 as the foot keeps growing, so no single offset links the two columns. Around that rollover the UK side keeps climbing steadily, which is why UK 13 sits where the US number has just reset.
Both the British and American children's scales run out of small sizes and restart at 1, but they do not turn over on the same foot, so the offset between them shifts around the rollover instead of holding steady. Chasing the printed number through that break is how parents end up a size out. The surer path is inner length: a 2018 check of nearly 1,900 children's shoes found 86 percent measured shorter inside than their label, so measuring the foot beats trusting either scale.
