Foot length is the only steady number for children
The children's US scale runs up to US 13.5 and then restarts at US 1 as the foot keeps growing, so no single offset links the two columns. Around that rollover the CM side keeps climbing steadily, which is why 21 cm sits where the US number has just reset.
Because the US children's scale resets at 1, the centimetre column, foot length in millimetres, is the one measurement that keeps climbing with the child. Feet grow fast at this age, roughly a millimetre or more a month in the early years, so a fresh measurement matters more than the label. It matters doubly because labels lie: in one study 86 percent of children's shoes measured shorter inside than the size on the box, some by several sizes, so an EU 30 can fit like a 28.

Stand the child on paper against a wall, mark the longest toe, and measure to the heel. Do both feet and use the longer length.
