Note: Men's big-and-tall letter sizes are not fully standardised: some makers shift the whole ladder up, labelling a 46 to 48 inch chest as 2XL instead of XL, so these are the most common convention rather than a fixed rule. The European men's number is close to the chest in centimetres halved, so it reads as a rounded body measurement, while the American size uses the older inch-based chest figure. That is why the offset between them is steady rather than drifting: both track the chest, just in different units. Country habits still nudge the label, since EN 13402 is voluntary and German, French and Italian houses round the same chest a little differently.
