Foot length in millimetres is the honest input
The US number does not track foot length evenly: some 5 mm gains add a half size and others a whole one (US 13 to US 14), which is why cm-to-US charts from different shops disagree by a size. The table above reads the step straight from foot length, so 27 cm lands on US 9.
The centimetre column is Mondopoint, the ISO 9407 idea of naming the bare foot in millimetres rather than the shoe. It is the measurement every other scale is a proxy for, which is why converting from it is reliable. Japan labels the same way but adds a sutesun of about a centimetre of toe room inside the shoe, so a Japanese box reads shorter than the foot it fits. The post-Soviet GOST size is foot length in millimetres too, still stamped as a number like 270 inside shoes sold across Eastern Europe.

Stand on paper, mark the heel and the longest toe, and measure the distance for each foot. Use the larger reading, then take the US size on the row above.
Is a Japanese cm size the same as this chart?
Close, but a Japanese label already folds in about a centimetre of toe room, so it can read a touch shorter than the raw foot length used here.
